Aarambh (Women's Empowerment Program)
1. Executive Summary
NHES proposes a large-scale women empowerment initiative aimed at recruiting, training, and
employing 25–40 women in every Gram Panchayat. The project ensures livelihood support, skill
development, social security, healthcare access, and community-level economic growth across
multiple Indian states.
2. Vision & Mission
Vision: To create financially independent, skilled, and socially secure rural women leaders.
Mission: To provide training, employment, insurance, and healthcare to women through structured
grassroots implementation.
3. Geographic Coverage
The project will be implemented in the following states: Bihar, Uttar Pradesh, West Bengal, Odisha
Jharkhand, Gujarat, Assam, Arunachal Pradesh, Maharashtra, and Tripura.
4. Target Beneficiaries
• Women aged 18–45 years
• Rural residents of Gram Panchayats
• 25–40 women per Gram Panchayat
5. Recruitment Strategy
Recruitment will be conducted through Gram Panchayats, Self Help Groups (SHGs), Anganwadi
networks, and local awareness drives. Basic screening and documentation will be undertaken.
6. Training Program
Training duration will be 4–6 weeks and will include soft skills, digital literacy, financial literacy,
vocational skills, and entrepreneurship orientation.

8. Vendor Engagement
Local vendors will support recruitment and training delivery. Vendors will be paid n700 per
candidate after successful training completion.
9. Fee Structure
A joining fee of Rs 118/- per candidate will be collected to cover administrative and onboarding
expenses.
